Activists have long denounced the monument to the Confederate leader, which has spurred increased backlash as people protest against racist police brutality.
Virginia Judge Richard Moore said the statues of Confederate generals Robert E. Lee and Stonewall Jackson were protected under a historic preservation law.
"If people are saying they want to fix racism or fix this issue in our country, then they need to put their money where their mouth is,” says the Rev. Robert W. Lee IV.
The statues are protected war memorials, regardless of whether they're seen as symbols of white supremacy, the judge said.
