According to a recent visual study on the matter, from 2006 through present day, cigarette tax rates have steadily been on the rise throughout the states.

Coincidentally, data points to states with higher cigarette taxes generally tending to be bigger contributors to under-the-radar "importation" across the U.S. We're looking at you New York...

The import/export rate was 60.9 percent in New York in 2011, putting the state at the top of the list. Coincidentally the tax rate per pack of cigs (2011) was a hefty $4.35 in New York -- the following visualization gives a closer look at illegal importing of cigarettes by state:
