But far from "leading by example", there is no evidence of his views having any impact beyond a select group of acolytes and ideologues. In fact the Czech presidency has seen a further move forward, with heads of state and environment and finance ministers working closely with the commission. Despite your claim that Klaus could not be making a more persuasive case " for a permanent EU president, the rotating presidency of the council is actually serving to increase the urgency of the climate change consensus. The Czech presidency is determined that the EU will take the lead in pushing for an ambitious and effective deal at Copenhagen, and all 27 member states are supporting this position. 1

That leaves Klaus - global warming denier extraordinaire - with the responsibility of forming a new government post-haste as the economic crisis continues to pummel his people. The Czech Republic is likely to hold onto the EU's rotating presidency until June as expected, although with its embarassing status as "resigned government" back home. 2
