WASHINGTON — President Barack Obama called on Congress Wednesday to approve $250 payments to more than 50 million seniors to make up for no increase in Social Security next year. The Social Security Administration is scheduled to announce Thursday that there will be no cost of living increase next year. By law, increases are pegged to inflation, which has been negative this year.

It would mark the first year without an increase in Social Security payments since automatic adjustments were adopted in 1975.

"Even as we seek to bring about recovery, we must act on behalf of those hardest hit by this recession," Obama said in a statement. "This additional assistance will be especially important in the coming months, as countless seniors and others have seen their retirement accounts and home values decline as a result of this economic crisis."

Obama's proposal is similar to several bills in Congress. The $250 payments would also go to those receiving veterans benefits, disability benefits, railroad retirees and retired public employees who don't receive Social Security. Recipients would be limited to one payment, even if they qualified for more.

The White House put the cost at $13 billion. Obama said he would not allow the payments to come out of the Social Security trust funds, further eroding the finances of the retirement program. Social Security already is projected to pay out more in benefits than it collects in taxes in each of the next two years.

However, Obama did not offer any alternatives to finance the payments. A senior administration official said Obama was open to borrowing the money, increasing the federal budget deficit. The official, who requested anonymity, was not authorized to speak on the record.

Obama also announced Wednesday that the IRS would soon issue tax guidance preventing reductions in contribution limits for certain retirement funds, including 401(k) plans and Individual Retirement Accounts. There has been concern among some in the financial industry that federal law could require the limits to be reduced because inflation will be negative this year.

The $250 payments would match the ones issued to seniors earlier this year as part of the massive economic recovery package enacted in February. Several key members of Congress have said they are open to providing relief to seniors to make up for no increase in Social Security payments.

"We're looking at a way to address it," said Sen. Max Baucus, D-Mont., chairman of the Senate Finance Committee, which oversees Social Security. "I'm not sure what the exact answer is yet, but we're looking at ways to address that."

Senate Majority Leader Harry Reid, D-Nev., said he supports the $250 payments, as did Rep. Charles Rangel, D-N.Y., chairman of the Ways and Means Committee, which has jurisdiction over Social Security in the House.

Sen. Bernie Sanders, an independent from Vermont, has introduced a bill calling for similar payments.

"I think that the Obama administration and many members of Congress understand that we simply can't turn our backs on senior citizens," Sanders said.

Other lawmakers said seniors shouldn't get the extra payments because the formula doesn't call for it.

"I think it would be inappropriate," said Sen. Judd Gregg, R-N.H. "The reason we set up this process was to have the Social Security reimbursement reflect the cost of living."

Social Security payments increased by 5.8 percent in January, the largest increase since 1982. The big increase was largely because of a spike in energy costs in 2008.

Inflation has been negative this year largely because energy prices have fallen. Gasoline prices have dropped 30 percent over the past year while overall energy costs have dropped 23 percent, according to the Bureau of Labor Statistics.

Social Security payments, however, cannot go down. The average monthly Social Security payment for retirees is $1,160.

Advocacy groups said the payment will be welcomed by seniors hit hard by falling home values and shrinking investment portfolios.

"The likelihood of losing an average annual COLA increase of about $200 to $300 in 2010 may sound like no big deal to some, but for millions of seniors who've already seen a third of their Social Security eaten up by health care costs, this proposed COLA relief could truly make the difference" said Barbara B. Kennelly, a former Democratic member of Congress from Connecticut who now heads the National Committee to Preserve Social Security and Medicare.

AARP CEO A. Barry Rand said, "For nearly 35 years, millions of Americans have counted on an annual increase in their monthly Social Security checks to make ends meet."

Okay, so Dems can't tolerate one year of zero COLA payments during a year of negative inflation, but they ask us to believe they will somehow find the political will to cut $400 billion from Medicare? Is ANYBODY dumb enough to believe that? If anything, these $250 checks are vivid proof of how hard it is to cut social entitlement spending, especially when Democrats are in power.

I am not sure why I am responding to your post, but, I don't understand why you keep wanting to repeat false information, making yourself appear ignorant.
I understand your angle, D's are spineless, whimps, etc. but what you keep talking about is supposed cuts in MEDICARE. The only cuts are to the profits of the insurers who distribute MEDICARE ADVANTAGE, NOT MEDICARE. THEY ARE TWO DIFFERENT THINGS. NONE OF THE HEALTHCARE PROPOSALS TOUCH MEDICARE, ONLY MEDICARE ADVANTAGE PROFITS.

Well let me tell you what I am going to do with my 250 dollars. Save it for the Christmas presents I have to buy for all my grandchildren and great granchildren. I now can buy them something worth ten bucks and not just a card with a dollar in it, like last year. I love to shop for presents even if it's only once a year.
Mr. Obama Please don't spend anymore of my hard earned tax dollars on your insidious stuff, and stop blaming George for all your short comings. Why aren't you as proud of our Country as all the other Presidents were? I'm kind of glad that I am nearly at the end of my lifetime, so I won't have to deal with all the things that are just to complicated to understand. I do however feel badly for my grandchildren and great grandchildren who will have to try and FIX your shortcomings. They say a poor craftman blames his tools.???

If you really feel that Obama's spending is such a problem, you should send the $250 back and explain to your grandchildren and great grandchildren why you did it. That would show more consistency.

It doesn't convey a good message to kids to happily take money from someone you have contempt for and then criticize the same person.

I believe in President Obama's ability and good will, but if I didn't, I'd try to present an example of integrity to my family.

Hi!
Thanks to our former illustrious leader Ronald Regean, I don't receive anything close to what most folks get from Social Security; I receive a little over $200. I retired from Civil Service after working 30 years at a rehab hospital in Downey, CA. In the 1980's President Regean had removed all Civil servants' from Social Security; so we had to place our money somewhere else. Most of us put our money in deferred compensation programs and a big chunk of our savings literally burned up on 9/11/01. I am 66 and can't work as a nurses' aide anymore due to arthritis.
so I do the best I can. I appreciate what President Obama wants to do, but I think he ought to save the $250. or pay down a bill!

There will be no cuts in Medicare, NONE. The $500 Billion that you are referring to is not cuts in Medicare, but CUTS IN THE BLOATED PROFITS TO THE PRIVATE INSURANCE COMPANIES WHO RUN MEDICARE ADVANTAGE.
MEDICARE ADVANTAGE IS NOT MEDICARE. IT IS A PRIVATE SUPPLEMENTAL INSURANCE THAT PEOPLE CAN PURCHASE ON THEIR OWN.
Because the government will be paying less to cut throat insurance companies, America will save $500 Billion dollars over 10 years.
Again, THERE WILL BE NO CUTS IN MEDICARE BENEFITS, NONE. ONLY TO THE INSURANCE COMPANIES PROFITS.

As Obama recently said" the ship of State is an ocean liner, not a speed boat, things done today will last decades". So lets look back at legislation done a decade ago as well.We just had a local GP closed down for Medacare and DEA fraud. Turns out he fleeced Medecaid out of $200 M ten years ago in Texas, repayed $19M to get off, then was allowed to move to Colo. and do it again!

This illustrates to me and is now obvious that there is no economic plan. If there is, what is it? Please park innuendo, bushco, hearsay and emotive dynamics at the door. What is the plan? If we can't articulate a plan, there is no plan.

As my Grandmother always told and has served me well, if you fail to plan, you plan to fail and please don’t tell me that the plan is so abstract that lay people such as myself would never be able to decipher. Abstract financial contract law is my business and after perusing thousands of business plans including the acquisition of MCI holdings for our clients, I’m finding here a plan that isn’t.

sadly there is no plan because there is no experienced person in charge. How would the MCI deal have gone if the person running it had never taken a business class before let alone ran a business ?

Timmy and Larry and their staffs have made a ton of cash gaming Wall Street, but their plan was always how do we game the system to best advantage. If you are a lion it is pretty hard to start thinking like a wilderbeast and so far they have shown that they can get their peers back into their multimillion dollar bonuses far better than they can create a recovery for Main Street.
