Four people remain at the Malheur National Wildlife Refuge, ignoring calls to go home.
Killed was Robert "LaVoy" Finicum, who had acted as spokesman for the militants.
The takeover is costing taxpayers hundreds of thousands of dollars, the Oregon governor says.
Police say Kenneth Medenbach was driving a government vehicle stolen from the occupied wildlife refuge.
They met at a neutral site, and a sheriff offered to escort the militiamen out of Oregon.
