Joe Ferguson has had his hands full.

As Chicago's Inspector General, he's in charge of investigating allegations of fraud, waste and abuse in city government. And according to a report released by Ferguson's office yesterday, there was plenty to investigate.

From getting paychecks in jail to stealing auto parts to covering up a car crash, there were ethical violations and criminal acts to go around. Which of these offenses is the worst?
