Parent Group Claims That CPS Wrongfully Flunks Students

About 100,000 students have repeated a grade since 1996, at an estimated cost of $100 million a year, Parents United for Responsible Education contends in a complaint to be filed with the U.S. Education Department's Office of Civil Rights.
