WATCH: Child In City Custody Has Arm Broken By Staff

A Washington City Paper investigation on the child-welfare system in D.C. has come up with some troubling evidence about children in city custody being mistreated, particularly those who are sent for care outside the city.

The investigation found many issues with the system including physical abuse, unaddressed medical conditions and environmental issues. A full collection of supporting documents can be found here.

Perhaps the most troubling find by the City Paper was a video that surfaced of a child from D.C. having his arm broken at a Minnesota facility. That video can be viewed below.

Last month, the D.C. council cut funds from city welfare programs and the issue has been a hot topic in D.C.
