An Ingham County judge Thursday refused to stop his Tuesday order barring a financial review team from signing a consent agreement with the city of Detroit, saying he felt "bushwacked" by the state's request.
Ingham County Circuit Court Judge William Collette also refused to order an emergency stay blocking the reappointment of Highland Park School District's emergency manager, saying the issue should be brought to a trial for a full hearing.
