Detroit -- A frustrated Detroit City Council could vote as early as this morning to issue a subpoena against Mayor Dave Bing to force him to share more details of his plan to reorganize City Hall.

The council met behind closed doors Tuesday afternoon to determine what could be included in the subpoena and is expected to consider the matter again in open session this morning.

The infighting stems from council members' concern that the Bing administration is unwilling to include them in restructuring plans dictated by the city's consent agreement with the state.
