That the government might have a say in how private donors direct their charitable contributions is a sharp, even stunning, departure from the American tradition of independent philanthropy. But the frontrunner in the New York City mayoral election, Democrat Bill de Blasio, has reiterated his support for just such a policy regarding private donations to the nonprofit conservancies which manage a number of the city's most famous parks, including Central Park.
