David Tolbert is president of the International Center for Transitional Justice (ICTJ), a global human rights organization. Previously, Mr. Tolbert served as registrar of the Special Tribunal for Lebanon and assistant secretary-general and special expert to the UN Secretary-General on UN Assistance to the Khmer Rouge Trials. From 2004 to 2008, he served as Deputy Chief Prosecutor of the International Criminal Tribunal for the former Yugoslavia (ICTY) where he had earlier been Deputy Registrar and Chef de Cabinet to the President and represented the ICTY in discussions leading up to the creation of the International Criminal Court (ICC). Mr. Tolbert has also served as the Executive Director of the American Bar Association Central European and Eurasian Law Initiative and as Chief, General Legal Division of the United Nations Relief Works Agency in Vienna and Gaza. From 2008 to 2009, Mr. Tolbert was Jennings Randolph Senior Fellow at the U.S. Institute of Peace and a member of the American Society of International Law’s Task Force on U.S. Policy Toward the ICC. He taught international law and human rights in the United Kingdom and started his career as a lawyer in the United States. Mr. Tolbert has written extensively on international justice and human rights.
