James Bell

James Bell is the Founder and Executive Director of the W. Haywood Burns Institute, a leading nonprofit in the field of juvenile justice and the reduction of ethnic and racial disparities. Mr. Bell leads the BI's intensive work at sites across the country to reduce the overrepresentation of youth of color in juvenile justice systems. His focus is issues that impact youth of color, including the death penalty, mental health issues and "zero tolerance" policies in schools. He also has worked in international juvenile justice systems including in South Africa, Palestine and Israel, Cambodia, Kenya, Brazil, France, New Zealand and Australia. Prior to founding the Burns Institute, Bell represented incarcerated youth as a staff attorney at the Youth Law Center in San Francisco for more than 20 years.
