Former Assistant Secretary of Labor for the Employee Benefits Security Administration (July 10, 2009-January 20, 2017)

Phyllis C. Borzi was confirmed as Assistant Secretary of Labor of the Employee Benefits Security Administration on July 10, 2009. EBSA oversees millions of private-sector pension and welfare benefit plans, including health plans, that provide benefits to approximately 142 million Americans.

From 1979 to 1995, Borzi served as pension and employee benefit counsel for the U.S. House of Representatives Subcommittee on Labor-Management Relations of the Committee on Education and Labor. She is a charter member of the American College of Employee Benefit Counsel, and has served on the advisory boards of the BNA Pension & Benefits Reporter, the University of Pennsylvania Wharton School’s Pension Research Council, the ABA’s Joint Committee on Employee Benefits and the Women’s Institute for a Secure Retirement. She has also served as a public member of the Administrative Committee for the Goodyear retiree health trust, as a research professor in the Department of Health Policy at George Washington University Medical Center’s School of Public Health and Health Services, and as a lawyer in private practice.

She is one of the country’s foremost authorities on health care and retirement law and policy issues.
