Stacy Baird

Stacy Baird resides in Hong Kong and is Executive Director of the US-China Clean Energy Forum Intellectual Property Program. The program is focused on increasing trade and accelerating deployment of clean energy technologies through innovative, robust intellectual property mechanisms in the context of a joint US-China government program. Stacy also serves as Chairman of the Data Sovereignty Working Group for the Asia Cloud Computing Association, a trade association representing major cloud service providers throughout Asia.

Stacy served as Senior Policy Advisor and Technology and Intellectual Property Counsel to U.S. Senator Maria Cantwell and accompanied the Senator on her first visit to China. Previously, Stacy served as Brookings Legislative Fellow to U.S. Representative Howard Berman, advising Congressman Berman on intellectual property issues and the then-nascent Internet.

Prior to moving to Capitol Hill, Stacy worked for the U.S. Environmental Protection Agency on legislative reform of the federal Superfund hazardous waste clean-up program.

Before becoming a lawyer, Stacy was a a music recording engineer and producer in Los Angeles and San Francisco. His engineering clients included Madonna, Stevie Nicks, Elvis Costello, Sam Phillips, Los Lobos, The Tubes, and producers T Bone Burnett and Rick Nowels and Todd Rundgren. He worked on such noteworthy projects as Brian Eno and David Byrne's "My Life in the Bush of Ghosts" and the soundtrack for Francis Coppola's Academy-Award winning "Apocalypse Now."
