Steven Haines

Professor of International Law at the University of Greenwich

Steven Haines, Professor of International Law at the University of Greenwich, served for over thirty years in the British Armed Forces. He chaired the Editorial Board of the UK's official Manual of the Law of Armed Conflict and as an academic specializes in the law governing military operations. For the last three years he has been the Legal and Military Consultant to the Global Coalition to Protect Education from Attack. He drafted the initial version of the GCPEA Guidelines for Protecting Schools and Universities from Military Use and has produced the final version to take account of comments and input from a number of states, the ICRC and NGOs. On Tuesday 16th December 2014, the Guidelines will be unveiled at the United Nations (UN) in Geneva, Switzerland.
