Andy Richter's been a very bad boy.

Caught doing 85mph in a 65mph zone, the comedian was compelled to pay a huge fine and go to online traffic school.

Lucky for us, Richter decided to use class as a teaching moment for his audience. "I figured if I had to sit at a desk for six hours," he said, "I might as well tape it for the show and do a bit out of it. Sounds hilarious, right?"

On Wednesday's Conan show, Richter showed all Angelenos exactly what to do to graduate from online driving school like a boss.

1. Pick a traffic school based on the jokes.
2. Ask three other people to fill in for you when you get bored.
3. Watch viral videos of monkeys sniffing... things.
4. Nipple clamps. Enough said.

His best suggestion was to imbibe while driving the internet superhighway. "Of course it's obvious you can't drink while driving," the comedian asserted, "but there's nothing in there that says that you can't drink while you're in traffic school."

Richter had to pay a $416 fine in addition to graduate from the online traffic school, but a new state law is granting a one-time 50% discount on the total bill to anyone who got a traffic ticket before January 1, 2009 (not counting citations for reckless driving, drunk driving, drag racing and driving without a license). The catch? The fine has to be completely unpaid, which means that drivers who were responsibly paying down their tickets bit by bit are exempt from the amnesty.

That's not right, according to the Los Angeles County Board of Supervisors, and on Tuesday they voted unanimously to request that the state include all delinquent ticket payers in the deal. Supervisor Zev Yaroslavsky told CBS2 that the amnesty as it's written "stands logic on its head, it's grossly unfair."
