On Wednesday, a City Council committee traded the sledge hammer for a felt hammer, in hopes of increasing fines and reducing driver aggravation.
The Traffic Committee approved Mayor Daley's plan to allow motorists pulled over for violating the cell phone ordinance -- or the newly-approved ban on text-messaging and surfing the internet while driving -- to pay their tickets by mail or contest them at an administrative hearing.
