Is it another double standard from Google where celebrities are treated one way and the regular public another?

Google Plus doesn't allow brand pages yet. You are supposed to use your real name or the one you go by in real life. So if Madonna's PR people put a page up and they update it, is it Madonna's page? Or a brand page? If the latter, is it another double standard from Google where celebrities are treated one way and the regular public another?
