Israel’s security cabinet approved on Thursday the building of the first new settlement in the occupied West Bank in two decades, even as Prime Minister Benjamin Netanyahu negotiates with Washington on possible curbs on settlement activity.

An official statement said the construction would take place in the area of Emek Shilo.
