Storms Wipe Out Utilities, States Rethinking Budgets

A winter storm that knocked out power to more than 1.3 million homes and businesses from Arkansas to Ohio is likely to increase state inquiries into utilities' maintenance practices.

Utility workers throughout the stricken region scrambled to restore service Thursday, restringing wires knocked down by ice-laden tree branches and warning customers that full restoration may not be accomplished for another week or 10 days. President Barack Obama on Wednesday declared emergencies in Kentucky and Arkansas.
