The World Cup host country has been subject to controversy in part due to the reported deaths of over 6,500 migrant workers since 2010.
Gianni Infantino compared his own suffering to migrant workers and the LGBTQ community in Qatar.

Authorities have turned away thousands of fans from a concert celebrating the World Cup beginning the next day in Qatar.
"Weâve clearly entered a dangerous territory â where âassurancesâ donât matter anymore,â a fan advocacy group official said.
âYou invited the whole world to come here. Why canât we film? It's a public place," Danish TV2 reporter asks as Qataris threaten to smash the camera.
"Itâs not right to go," the "Maggie May" singer said of the Qatar-hosted event.
The âLevitatingâ singer said she will instead be "cheering England on from afar."
âFans need to know" of the forced labor, the lead researcher behind the study said.
