Bland was found dead in her jail cell three days after her arrest.
Discrepancies in the records "could be criminal in nature," an official said.
“She’s been fighting for a long time with these issues,” Eric Garner's mother said.
Trooper Brian Encinia has been indicted on charges of lying about his arrest of Bland, later found hanged in a jail cell.
Reports contradict each other and a promised video never materialized.
The driver said that when the cop walked up with his gun drawn, "My only thought was that he was going to kill me."
