In Oregon, voters are steadily being added to the rolls because of a pioneering process.
He was also concerned the White House would pick "mainstream Republicans."
Meanwhile, a Republican-friendly county has had no problem doing it.
"People start to take these conspiracy theories and turn them into reality,” a Democratic spokesman said.
"It is beyond unacceptable that the state of Missouri has launched a photo ID requirement while not sufficiently preparing, educating voters, or funding it."
Critics say legitimate voters may not have the necessary proof of a "domicile" in the state.
At best, the efforts to stop so-called voter fraud are misguided and unnecessary. At worst, they are textbook “dog-whistles.”
