La despedida en materia de legislación migratoria de los veteranos senadores republicanos salientes Jon Kyl, de Arizona, y Kay Hutchison, de Texas, fue vergonzosa y constituye la respuesta menos indicada y más desafortunada a la votación de los latinos en las recientes elecciones de noviembre.
Pretendiendo congraciarse con los hispanos, los legisladores republicanos decidieron proponer la ley ACHIEVE, como una alternativa al Acta de los Sueños o Dream Act, con la particularidad que no lleva a los soñadores a ser ciudadanos jamás.
Como premio de consolación, Kyl dijo que los soñadores podrían lograr la ciudadanía eventualmente casándose.
Gaby Pacheco, la soñadora que caminó de Miami a Washington DC abogando por la legalización de los estudiantes indocumentados, y que en su recorrido fue desafiada por hasta por el Ku Klux Klan, calificó la propuesta de Kyl y Hutchison, como "insultante".
No es de extrañar que los dos legisladores no entiendan que a los latinos y mucho menos a los soñadores no se les puede contentar con migajas.
Respecto a inmigración los dos integrantes salientes de la Cámara Alta han demostrado tener una actitud terca e insensible.
Kyl y Hutchison ostentan una calificación de B+, por parte de la organización antiinmigrante NumbersUSA, por su desempeño, en el Capitolio, contra la "inmigración ilegal".
En 2006, Kyl copatrocinó un proyecto de ley para resolver el problema migratorio, que proponía que los indocumentados salieran del país durante cinco años, y tras el lustro de ausencia se les diera la oportunidad de aplicar para ser residentes o trabajadores huéspedes.
Una visión similar fue expresada por Hutchison en 2007, durante el debate que concluyó con el hundimiento del proyecto de ley de reforma migratoria en el Senado.
Ideas como la ley ACHIEVE, que se vende con el lindo nombre de "asistir a los niños y ayudarlos a mejorar su educación y valor para empleo", no sirven cuando la intención no es tratar a los beneficiados con respeto.
Crear con los soñadores una subclase de habitantes del país, sin derechos es estúpido, dado que los "dreamers" han crecido entonando el himno y recitando el juramento a la bandera de las barras y las estrellas.
Los republicanos tienen que escuchar al exgobernador de la Florida Jeb Bush y al exsecretario de Comercio, Carlos Gutiérrez, que entienden que extender la mano a la comunidad hispana tiene que ser un acto sincero, sin restricciones y ofreciendo garantías a seres humanos del siglo 21.
Proyectos locos, como el de 2011, de la senadora estatal de Texas, Debbie Riddle, de aplicar una ley para deportar a los indocumentados de su estado, pero exceptuando a las empleadas del servicio doméstico y los jardineros, son ofensivos.
Ese mismo tono injurioso tiene la propuesta ACHIEVE, que podría en últimas perjudicar a dos millones de soñadores.
La reconquista del voto latino conservador no se logra colocando pañitos de agua caliente o curitas sin suficiente adhesivo al problema migratorio, se hace abordando el asunto de forma integral.
Cada vez son más las voces conservadoras que piden una reforma migratoria integral. El Foro Nacional de Inmigración (NIF), ha estado convocando a pastores evangélicos, oficiales policiales, empresarios y expertos en leyes tributarias para que iluminen a las huestes republicanas en pos de la reforma.
En la segunda mitad del Siglo 19, el Gran Viejo Partido (GOP) tuvo la valentía de arriesgarse a favor de los esclavos negros. ¿Por qué no va a tener el mismo coraje de optar por una comunidad, de la cual puede lograr el afecto de un sector considerable?
El camino es sencillo, tiene que aplicar los 12 Pasos para Asegurar Nuestras Fronteras y la Inmigración Legal, esbozados por la organización Somos Republicans de Arizona.
