"We're talking about Europe's refugee shame."
Over 2500 people have died trying to cross the sea this year.
They're moving people to state-run facilities where they can apply for asylum.
Some 1,370 migrants and refugees have drowned this year, 25 percent fewer than the same period in 2015.
"Children should not be detained - period," said Francois Crepeau, U.N. Special Rapporteur on the human rights of migrants.
The EU and Turkey entered into an agreement last month to clamp down on arrivals into Greece.
