Gavin Long set out to inflict "destruction ... upon bad cops as well as good cops," according to a note found in his car.
The sheriff's deputy was one of three lawmen killed in an ambush July 17.
"Being a cop wasn't just what he did, it was who he was," the police chief said at the slain officer's funeral.
