The growth rate was the slowest since 1917 to 1918, when the nation was involved in World War I, according to new Census Bureau numbers.
Most of the biggest increases were in areas both rural and Southern.
The research underscores the challenges the Census Bureau faces in getting certain demographic groups to respond to the decennial survey.
The groups said the mailing “creates a fear among individuals and communities that they must respond to the official Census."
WHAT'S HAPPENING
Two former Census Bureau directors said they were puzzled by the agency's request.
The Census report found that 27.5 million people, 8.5% of the population, lacked health insurance coverage in 2018.
“We have made progress over the last half-century in terms of diversity and inclusion. … But the work is far from done.”
