Mosquito bite prevention is the name of the game
The virus, which is spread by mosquitoes, is suspected to cause brain defects in newborns.
The move will help galvanize a coordinated international response to the virus.
Dr. Margaret Chan, director-general of the World Health Organization, added that "the level of alarm is extremely high."
The disease still occurs in Pakistan and Afghanistan, but the caseload is dropping.
But it warned that more flare-ups could still happen.
After more than 11,000 deaths, there are only a few remaining cases.
For a country to be declared free of the virus, it must go 42 days without seeing a new infection.
The WHO is calling it an emergency within an emergency.
